The public library, civic theatre, aquatic centre, art gallery, museum, zoo and various sporting facilities and stadium closed its doors for the foreseeable future following the state government's ordered to shutdown non-essential services.
The council has also stopped health inspections.
People with items on loan from the library were asked to keep them at home and no fines will be issued.
Wagga mayor Greg Conkey said it will be "challenging times," but the restrictions to the council's services were necessary.
"My appeal to the community is to be considerate of others and abide by all the regulations as far as social distancing is concerned. We need to reduce the impact this is going to have on our community," he said.

"This is not going to go away ... it is going to be many, many months and the impact will be enormous, but we as a community can get around it."
There will be restrictions put in place for the cemetery's chapel, the animal shelter and the Gregadoo Waste Management Facility where the tip shop has been closed.
At this stage Cr Conkey said next week's council meeting will go ahead as normal, however he encouraged people to watch the meeting via their livestream rather than attending in person.
He said councillors and attendees will be asked to abide by the social distancing measures.
"We may have to restrict the number of people who attend to bring social distancing to the floor," he said.
The facilities that remain open, but with social distancing measures in place include the Wagga Airport, family day care, the visitor information centre and the council's customer service counter and call centre.
Kerbside collection, sewer services, development assessment and building inspections will also continue.
The council will continue to update its website and social media platforms with information on facilities and services as required.
