Sergeant Nige Turney said people are blatantly urinating in front of residents, on walls, behind parked cars and on the road with no attempt to conceal their actions.
He said the anti-social behaviour is on a scale that is too big to ignore.
"It is not acceptable by any standards," he said.
"I don't think the people who are engaging in this behaviour would accept this if it happened in front of their homes."

Although residents accept there will be problems with living so close to a license premise, Sergeant Turney said it is unacceptable for those issues to impact the amenity of the area.
In the near future, he said police will release photos and CCTV footage in an attempt to identify people engaging in this behaviour.
"It is confounding because they are no more than 20 meters away from a hotel," Sergeant Turney said.
Police were also addressing problems of littering, as well as double parking in the area.
"We are trying to mitigate [the problems] but we aren't going to stop it unfortunately," he said.
"People drink and at the end of the day, they engage in silly behaviour ... and don't think about the consequences and how it effects people."
