The victory ensures RSL, who upset Saint Michaels on Saturday, move six points clear of fifth-placed Lake Albert who have a game in hand, and eight ahead of the bottom-placed Colts.
Richards (53) negotiated the middle overs before accelerating late to help the Bulldogs to 6-151 after they won the toss and batted first.
After struggling to find boundaries through the middle overs, the Bulldogs accelerated late with 57 runs off their last five overs.
Ethan Perry (25) got Wagga RSL off to a strong start but his innings ended in the last over of the power play when he was stumped after misreading a delivery from spinner Will Oliver.
The Bulldogs suffered a huge blow when Todd Henderson was forced to retire hurt for ten after tweaking his hamstring attempting a quick second run.
Fresh from helping his team to just their second win of the season in Saturday's one dayer against Lake Albert with 78, Colts opener David Bolton again did the heavy lifting.
Bolton (44) capitalised on being dropped in the power play to guide his team to 54 without loss after six overs, but Sam Perry removed the dangerman when he was neatly caught behind by keeper Marcus Sevior in the ninth over.
Once Bolton was dismissed the Colts struggled to put partnerships together, Perry decimating their top order with a superb spell of 4-17 off four overs.
Fellow tweaker Standley, who opened the bowling before returning late, finished the job with 3-22 off three overs to dismiss them for 107.
Standley, 20, said he's learning plenty off Perry in his second season of first grade.
"Sam really set the game up and made my job a lot easier," Standley said.
"I feel like I'm bowling pretty well now, I started slowly but getting that experience has been good.
"It's great to have Sam and Richo (Richards) there with their experience and composure, it makes my job a lot easier."
