The annual junior representative competitions were set to be played on the Border this week before the decision was made for them not to go ahead.
David Moore, Cricket NSW (CRNSW) general manager cricket performance, said the safety of players travelling to Albury and the air quality concerns while in Albury were the main factors in making the decision.
"As all would understand, this decision has not been taken lightly," Moore said.
"The conditions in our state are unprecedented, including the destruction of property and nature, mass evacuations of towns and the loss of loved ones.
"CNSW takes pride in caring for our people, and this is one time where we could not guarantee the safety of players and their families."
It comes after Country Week was plagued by weather issues.
