The intelligence and security committee will now report in the week starting December 16, after being granted a fortnight's extension.
Liberal chairman Andrew Hastie said he and his colleagues heard considerable evidence about how effectively media can operate within Australia's democratic society and security and secrecy laws.
"All members are endeavouring to achieve a bipartisan report, which delivers tangible areas for reform and consideration," Mr Hastie said on Thursday.
"This will not be possible by the end of November."
Attorney-General Christian Porter told reporters on Wednesday he was waiting for the committee's recommendations before looking at changes to freedom of information laws.
