A concerned resident phoned emergency services after discovering a 25-year-old man had fallen asleep on the footpath.
A NSW Ambulance crew was on scene about 3.15pm on Forsyth Street, but was unable to assess the man due to his "angry dog".
A Wagga Police supervisor said this dog would not allow paramedics to go near this man and two cop cars arrived at the scene.
"An intoxicated 25-year-old male fell asleep on the footpath," the supervisor said.
"A ranger has taken the dog away and the man had no signs of medical distress."
The man was taken away in a paddy-wagon at 3.30pm.
