The 33-year-old blitzed the rest of the field to clock a personal best time of 34.21, well ahead of Neil Sprietzer (37.02) and Ben Conkey (38.33).
After winning the City to Lake in record time in 2002 retired triathlete Brad Kahlefeldt returned to win last year's Lake Run and Ride, but this time it was 33-year-old Jared's turn to lap up the plaudits.
t's a pretty special race of us. Mum's won it eight times and my brother Brad has a couple of times and set the record," Jared said.
"I've always thought that one day I could win this, I just needed the circumstances to work out.
"All of us grew up as kids running the City to Lake together and every year I try and make it part of my campaign.
"I put together some good training and it just so happened that a couple of the other fast boys weren't here today.
"I've got the Melbourne half marathon in a fortnight, but probably my main goal is going to Tokyo for a world major marathon there in March."
Leeton's Sally Cassilles claimed the women's 10km in her first serious competitive hitout in a time of 42.19, ahead of Hannah Billett (44.27) and Amanda Gooden (45.16).
"I only looked at the (previous year's) times last night and thought I could get there, but I honestly didn't expect that I could win it at all," she said.
"(I haven't done) anything competitively, I did City to Surf earlier in the year for a bit of fun.
"I think I'll start to enter a few more now."
A 5km run was also held for the first time with Orange-based 10-year-old Milla Jurd upstaging her older competitors with a blistering winning time of 24.12, finishing ahead of nearest rivals Chloe Miles (24.57) and Chelsea McIntosh (25.16).
"I just love running. I like to run long distance because it makes me feel better and happier," she said.
"I didn't think I'd be first female (to finish).
"I want to be a professional runner."
The men's 5km was taken out by Andrew Kidd (20.35) in front of Ketema Zeleke (20.54) and James Duncombe (21.04).
