On Monday night, the council made an unanimous decision to slash fines from $114 to $82.
While the decision was made last year, an "administrative error" caused the new policy, which was due to come into effect on September 1, to be pushed back to December 1.
The new policy will also allow parking rangers to apply a 10-minute grace period before issuing a parking ticket.
The council now joins NSW Treasurer Dominic Perrottet's campaign to reduce the mandatory minimum for level two parking fines.
