Signed by state and federal governments in 2011, the National Road Safety Strategy aimed to reduce 30 per cent of road deaths and injuries by 2020.

However the latest data shows more people have died in the 12 months to the end of June than four years ago, during the 2014/15 financial year.

And the number of deaths in the first half of this year, 635, is 14 per cent higher than in 2018. All states except Tasmania recorded fatalities above their promised targets.

In two reports released on Wednesday, the Australian Automobile Association found it will be "almost impossible" for Australia to meet its 2020 goal.

Almost half of the strategy's 33 safety performance indicators are unlikely to be met or have yet to be measured and just nine are on track, the AAA said.

The results are a damning indictment of the departments responsible for implementing the strategy, AAA's managing director Michael Bradley said in a statement.

"These reports should serve as a wake-up call to governments - their disjointed and disorganised approach to road safety is failing badly," Mr Bradley said.

His comments come ahead of a meeting of transport ministers in Adelaide on Friday.

"The Transport and Infrastructure Council must recognise the social and economic impact this failure is having on Australia," Mr Bradley said, calling for the Office of Road Safety to receive substantial funding and a new strategy to cover the next decade.

The AAA's findings echo those from a federal inquiry into the national strategy.

In a report delivered to the Morrison government in September, the inquiry found the existing strategy had been an "implementation failure".

It listed 12 recommendations to help further reduce the death toll.

But the minister has yet to give a "meaningful response", the AAA said.

"Every month we delay in accelerating an appropriate response must be recognised as contributing to preventable deaths and injuries."
