Acting Manager City Strategy Ben Creighton said council is proposing to have three or four food venue offerings included in the Riverside Stage Two project.

"However the mix and type of these businesses has not been determined," he said.

"There is has been no restrictions placed on the types of venues and Council will welcome all submissions for consideration.

"It is anticipated that the businesses would open on completion of the project in late 2020."

Tim McMullen, one of the directors of the Wagga Business Chamber, said the river needs to shine in the plan.

"Being on a floodplain it is difficult, but something that faces the river is so important," he said.

"It is a hidden asset. It could provide a whole new offering."

Mr McMullen said it's been tough for the food and wine industry in the city.

"We have seen a lot close down and open up," he said.

"I think the offerings would have to include breakfast through to dinners.

"Coffee would certainly be something people are looking for, but at the same time, since there will be a play area, good food without being over the top expensive."

Mr McMullen hopes the council will ensure a "wow" factor to help promote the new precinct on social media.

Mr Creighton said submissions are being sought during the planning phase of Riverside Stage Two to allow the successful applicant to contribute to the location, layout and design of the venue.

"The containerised venues offered will be constructed from converted shipping containers that will allow for their removal when a flood event is predicted," he said.

Stage Two of the Riverside project will see the entire precinct from the beach carpark through to St Michael's Oval rejuvenated, building on the works completing during Stage One in 2014-15.

The Riverside project is estimated to boost yearly visitor numbers to Wagga by 10 per cent to 1.42 million, as well as increasing the time they spend in the region.
