Foley was given his marching orders for alleged dissent toward referee Ben Whitby early in the second half of the 34-6 defeat.
Foley has until 5pm today to respond to the notice of charge.
A high grade charge carries a base penalty of 300 points, or a three-match suspension.
Foley's clean record has helped him reduce the charge.
Should Foley decide to contest the charge, the hearing will take place on Thursday due to Wednesday's opening State of Origin fixture.
The absence of Foley would be an enormous blow for seventh-placed Junee before they host the fifth-placed Temora Dragons at Laurie Daley Oval on Sunday, June 16.
