O'Neill missed a conversion attempt from a similar place in the first half but after Kangaroos earned a penalty five metres out from the posts right on full-time he coolly slotted the kick to see things end at 18-all.
Kangaroos played 14 minutes in the second half down to 12 men but still managed a late comeback.
First they had Nic Baker sin binned for a professional foul and despite the disadvantage were able to come up with the points.
They also played the final four minutes a man short after Troy Dumbrell came off with a head knock but they had used all their replacements and scored again.
Kangaroos coach Glenn Dumbrell limited himself to the last 27 minutes on the comeback from an ankle injury and was disappointed not to win.
"We didn't play to our best and we can be so much better," Dumbrell said.
"Our attack was fairly stagnant, not very well directed but we are a young side and are improving each week."
On the other side of the equation Brothers coach Peter Little, who only played 12 minutes due to illness, was devastated after a failing to win any of their first four games of the season.
He rued their inability to maintain possession, particularly in good field position.
"There were four or five opportunities where we should have scored but are just forcing it," Little said. "There's too many turnovers."
A first half double to Connor McCauley helped Brothers to a 12-10 lead at the break.
He opened the scoring after 10 minutes and then gave his side the moment after scoring off a nice pass from Dylan McLachlan with a minute left in the half.
But just like they did in the first stanza, Kangaroos were never far away.
Saul Houma and Hudson Frazier scored in the first half before Lachlan Jolliffe waltzed over with 13 minutes to play to give them the lead again.
However Brothers weren't to be denied as a length of the field try to Cade Price, set up by McLachlan, put them back in front with seven minutes remaining.
They had a great chance to go further in front when Troy Dumbrell lost the ball in a tackle 25 metres out and couldn't play on only for Clifford Morris to lose it five out.
Kangaroos marched down the field and after Price failed to contain a Zac Graham chip kick had one final set at Brothers starting from 25 out.
While they couldn't crack the line the penalty was the next best thing.
