Library manager Claire Campbell no staff or community members were harmed and there was no damage to the library collection or materials.
"The Civic Centre building is regularly maintained, however a significant storm event on Friday saw a large amount of rainfall in a short period," she said.
"The ceiling and plaster directly above the stairs were damaged and the carpet below saturated.
"The carpets have been dried out over the weekend. The intention is to reopen the library in a limited capacity while repairs to the ceiling take place."
Ms Campbell said the library will remain closed on Tuesday and Wednesday at this stage and the team will make a call about Thursday on Wednesday afternoon.
"When the library reopens and while the repairs take place, the lower level will not be accessible via the stairs," she said.
"Community members can use the lift or the lagoon-side entrance.
"Staff will be on hand to assist library users while the repairs take place."
The public programs will still happen with Baby Bounce on Tuesday and Storytime on Wednesday, both held in the Council Meeting Room.
Ms Campbell said on behalf of the Council and the library, she would like to thank the community for their patience and apologise for any inconvenience caused.
