A man was arrested hours after the incident in Lavington following a siege with heavily armed specialist police, but the person who pulled the trigger is still wanted.
The incident started about 7.40pm on Saturday.
Two men went to a home on Hicks Place.
They spoke with a 39-year-old occupant, which led to a heated argument between the trio.
One of the men allegedly produced a handgun and shot the resident, with a bullet going through his left hand and into his thigh.
Emergency services were contacted and police began searching for the pair, who left the home in a grey sedan with another male.
The victim was taken to hospital in a serious but stable condition for surgery.
The grey sedan was later seen heading to a home on Prune Street in Lavington.
Police attended and established a perimeter around the home while speaking to those inside.
A loudspeaker was used to ask the alleged offender to come out without incident.
Two women and three children left the property.
A 39-year-old man surrendered and was taken to the Albury Police Station, where he was charged over his alleged role in the shooting, and with drug supply and intimidation offences.
The shooting victim is seeking an apprehended violence order against the 39-year-old.
Both men are known to police.
Some Prune Street residents said they had been told by police to stay inside their homes on Saturday night.
One man said a loudspeaker had repeatedly been used in a bid to get the man to surrender.
“Just before I got to sleep I heard the megaphone,” he said.
“They just kept repeating ‘come out with your hands behind your head, walk to the car lights and obey the uniformed officers’.”
Police told the occupant they had the place surrounded, the man said.
“There were guys in flak jackets there all bloody night,” he said.
The neighbour had first noticed police lights about 8pm and said the incident had continued for several hours.
While there were few problems in the area, the man said there had been some issues at the property in recent months.
“I think it blindsided us all,” he said.
“We never really have any problems here at all.”
Other residents said they had slept through the incident.
One man said he had noticed an increased police presence at the home, but most said the area was generally quiet.
Forensic officers examined the Prune Street home on Sunday and Hicks Place was closed to traffic.
