It's understood the dog is a labradoodle, and the incident is believed to have stemmed from a dispute between neighbours.
Police allege the 45-year-old man forced his way into a home in Woy Woy about 12pm on Monday, and allegedly hit the dog over the head.
The man then became stuck between a fence and a garage wall and then allegedly fired a spear gun which struck the dog in the head.
Police arrested the man and took him to Gosford Police Station where he was charged with committing an act of aggravated cruelty upon an animal, firing a spear gun in a manner likely to injure person/property, and break and enter to steal (value less than $60,000).
The man was refused bail and will face Gosford Local Court on Tuesday.
The female labradoodle was taken to a local vet where she underwent surgery. A police spokesman said her condition is currently unclear.
