Matt Turner was working near the LMC on Saturday and said he found one sheep dead and many more severely dehydrated.
After finding a trough and watering the sheep Mr Turner tried to call LMC managers before a farmer arrived to move them into another pen.
“It was very confronting,” Mr Turner said.
“No animal should have to go through that, someone needs to be held accountable for this.”
Council general manager Alan Eldridge said the reports were deeply concerning and he thanked the people who reported the incident and moved the sheep to safety.
“The LMC and the City of Wagga have a zero-tolerance policy for negative animal welfare outcomes,” Mr Eldridge said.
“We will be progressing this incident with the RSPCA immediately.
“At this stage council has not identified who is responsible for leaving the sheep in the yard.”
