While Eccleston was ruled out with a pectoral muscle on Friday night, Brown was a late scratching on Sunday due to illness.
Causing a major reshuffle with captain-coach James Smart and Josh Smith back into the team, the Tigers were overrun by the Bulls.
They took a 16-6 lead in the 28th minute before Southcity scored five of the next six tries.
Smart thought the team lacked energy.
“It felt like we were just hanging in there at times,” Smart said. “The first half went really well for us, we did we wanted to do, and in the second half we just didn’t seem to have the energy and they did.”
