It comes residents will begin to see construction crews next month in Ashmont, Estella, Glenfield Park and North Wagga.
A spokeswoman said up to 17,000 premises could be connected by the end of 2016.
Kooringal resident Paul Maybon was not happy with the progress of the NBN and said the minimum speed of 20 megabytes was one of the lowest in the developed world.
Mr Maybon questioned how Australia could compete globally with slow internet.
“Twenty megabytes is the basic connection available in Singapore 15 years ago,” he said.
“We can’t even begin to comprehend the business that could be created if 100 megabytes was available.”
