A decision on the Lindsay Street development, which had drawn the ire of nearby residents, was deferred until further notice.
On Monday, councillors also encouraged the applicant, Comari Pty Ltd, to redesign the proposal.
Nearby resident Paul Wright said opponents were “back to square one”.
“The ball is really in (the developer’s) court,” he said.
Mr Wright said residents would write submissions on any redesigned proposal.
