Cr Greg Conkey has pushed to ban smoking from Baylis and Fitzmaurice streets and along Forsyth Street, from Peter to Berry streets.
But fellow councillors voted six-four against the proposal on Monday night.
“I am disappointed,” Cr Conkey said of the decision.
“I think sections of the business community lobbied hard with their concerns about the loss of business, which I totally reject.
“They wouldn’t have lost any business.”
It follows the city’s liquor accord opposing the proposed ban in September, when Wagga City Council was assessing its public submissions on the proposal.
The matter will be ratified at the next ordinary council meeting on November 23.
