Police say they stopped the teenage girl on the Hume Highway at Mundarlo just after 11am and found the Learner driver behind the wheel despite green P plates being displayed.
Her passenger was a provisional driver, which is below the level needed to supervise a Learner driver.
The driver was immediately banned from driving in NSW for three months.
She was also issued with a series of infringements for not being properly accompanied, for not displaying her L-plates as required, for not keeping left, and for driving with an unsecured load.
Police did not confiscate the car as it did not belong to her.
