At 22, Elwin will become one of the youngest people to coach a Group Nine side.
However Temora secretary Brian Hughes is sure he is the right man for the job.
“He’s only 22 obviously, but has done a lot in that time,” Hughes said.
“He’s played in the NYC (National Youth Competition), played in France and he done a lot at a higher level.”
The Dragons are hoping Elwin can use his various connections, after playing with Redcliffe, Penrith and in France before returning to home to draw new players to the club.
Temora have already signed French halfback Yoan Veve, who played with Elwin at Avignon, and were hopeful of securing a fullback before he was named part of the squad for the World Cup.
“Our only definite signing is the Frenchman he played in France,” Hughes said.
“We are still looking to fill some spots that we need to fill but Sam has a lot of contacts in that regard.
“Hopefully we can sort that out in the coming month or two.”
It’s been a decade since the Dragons played finals.
The club finishing eighth last season, two wins plus percentage out the five, and Elwin is looking to slowly build them in a competition threat.
Despite talk of new recruits, Temora will use more on local talent this season.
“We are relying more than what we normally have done in the last couple of years on locals,” Hughes said. “Whether is be current locals or ex-locals coming back.
“We are working on getting a few blokes back that have been elsewhere.”
Elwin will be helped with the coaching role by his father Neville.
