Cobar was the latest club to withdraw last week and organisers have been unable to come up with a replacement.
West Wyalong official Peter Campbell was going to give until Wednesday for a club to come forward and grab the 16th and final position.
“I’ve done a ring-around to Group Nine and Group 20 clubs who didn't get in by the time the spots were filled and none of them were able to fill it for us,” Campbell said.
The $15,000 pre-season knockout gets underway at Ron Crowe Oval on Friday week, with the finals the following night.
