The representative halfback has made the switch from Ag College, following two seasons away from the club.
Hobbs hasn’t played for the Wagga club since the 2013 grand final loss to Albury, after making an initial move to Junee.
He then returned to first grade action last season with Aggies, playing alongside his brother Tom.
Both Hobbs boys have committed to playing for Waratahs in the new-look Southern Inland season.
Coach Will Mitchell is thrilled his former housemate has come back to the club.
“It’s great to have him back,” Mitchell said.
“He’s probably the best halfback in the comp and a very good fella to have around for culture as well.
“I’m looking forward to having him and Tommy come down.”
While Sam’s role in the back line, Mitchell is unsure where his younger brother is best suited.
The club has already ruled out importing more international players but Mitchell is expecting to have to juggle plenty of talent out wide.
“He’s a good footballer,” Mitchell said.
“We just have to put him in the right spot and put people around him and he we will be a very good footballer.
“We have a lot of new guys coming to the club and they are good, senior first grade footballers.”
The two playmakers are not expected to be the only Ag College players to be making the switch this season.
The Waratahs forward pack has been boosted by the return of duel premiership winner Tom Finucane, who was part of the Wagga club’s success in 2010 and 2011.
Finucane has moved back from Junee while the club has also picked up Sam Bunny from Young.
Bunny captained the club and was among the Yabbies’ best players last season but has moved away from his hometown club as they venture into the Canberra competition.
Pat Barrett is also coming out of his semi-retirement as he looks to overcome a knee issue.
Mitchell is hopeful he’ll be fit to play by May and is expecting a new role from the former representative centre who is looking to play in the forwards.
The retired Hugh Palmer and Guy McAlister are the clubs only confirmed losses and expects to lose Joe Mullany due to work commitments in May
Mitchell also anticipates to lose a number of players to Wagga City but believes he will have a stronger team in 2016.
