Kafoa-Penne was given his third yellow card for the season in the Phantoms’ 85-19 loss to Albury at Murrayfield on Saturday.
A third sin binning automatically earns any Southern Inland player a week on the sidelines.
Coming off a heavy loss to the Steamers, co-coach Seru Rogo is looking to regroup in time to qualify for the grand final.
Waratahs haven’t scored a try against the Phantoms this season and Rogo is looking to start fresh in the preliminary final at Leeton No.1 Oval.
“They (Albury) are the number one side in the comp and proved it,” Rogo said.
“For us it is back to the drawing board, start again, try and get over Waratahs this week and take them again the week after.”
Rogo thought his team was given a lesson by the red hot Steamers and wants a quick turn around in discipline.
"I told the boys 'if you think you are a good footballer (Saturday) shows how good you are. You got smashed around the field by a really good footballers'," Rogo said.
"That is what is wrong with them - they think they are good footballer, good rugby players but if they are good rugby players they need to play rugby properly not play boxing on the rugby field or dirty.
"There is heaps of work to be done."
Kafoa-Penne is the second Leeton player to be forced to the sidelines after receiving three yellow cards this season after Maika Ravouvou missed the last game before finals against Tumut.
Marika Vunibaka is one player who can’t afford another yellow card, after receiving his second in three weeks in the loss.
