WAGGA City Council (WWCC) has taken steps to address the Oasis Regional Aquatic Centre's significant deficit of more than almost one million a year.

Councillors will need to first accept an independent review of operations at their general meeting on Tuesday night.
Despite the Oasis deficit dropping from just over $1 million for the previous two years to $933,956 in 2013/14, WWCC called for an independent review of the centre.
The report recommends council endorse the 21 recommendations, including hiking entry fees, approving the $25,000 budget variation, and endorsing the operation of the Oasis continuing under an in-house management arrangement.
"Council has a process of continuous improvement in all areas and continues to make minor adjustments ensuring all services are delivered in the most efficient manner while maintaining the current customer service standards," WWCC Director Environmental and Community Services Janice Summerhayes said.
"One of these examples is (an) initiative to make significant savings in energy costs (over) the next (few) of years."
The report suggests that the child swim price be increased from $3.50, the learn to swim prices be increased from $12.50, and the 12-month swim price increased from $440 for the 2015/16 financial year.
"The prices have increased previously in line with CPI increases," Mrs Summerhayes said.
"All fees and charges will be considered by council as part of the 2015/16 delivery program with the community having an opportunity to provide input when placed on public exhibition later this year."
It's also recommended operations remain under in-house management for three years to scrap independent managements fees, earmarked to cost $170,000 each year.
Another concern for council is the Oasis has had five managers in 11 years.
The 96-page report, conducted by Warren Green Consulting, is subject to a council resolution at council's first ordinary meeting of the year.
