According to police, the 35-year-old went to a property on the Urana-Boree Creek road around 10pm on Thursday to take a horse to Lockhart.
It is alleged that he "secured the horse to the back of a vehicle and drove along the roadway, before the horse fell and sustained serious injuries". The horse did not survive the injuries.
About 3pm the following day, the man returned to the property to transport a second horse.
"After walking the animal behind the vehicle for a number of kilometres, the man allegedly tied the horse to a tree by the roadside and drove away," police said.
Shortly before 10pm, police from the Wagga local area command attended the animal after receiving reports of an injured horse.
Investigations ensued and the horse was later euthanised.
Inquiries led police to a Lockhart home on Saturday night, where they arrested the 35-year-old and took him to Wagga police station.
He was charged with two counts each of aggravated cruelty to animals and being in charge of an animal and failing to alleviate pain.
The man is due to front Wagga Local Court on September 10.
Police urge anyone with further information about this incident to contact them on Crime Stoppers by calling 1800 333 000.
