According to the union representing the teachers, the Independent Education Union (IEU), the Catholic Schools Office has shifted the goal posts radically with a new agreement tabled to teachers.
The agreement proposes significant deregulation - right down to removing set guidelines on lunch break lengths and class sizes - in schools, according to IEU assistant secretary Mark Northam.
"Catholic systemic schools are in good shape - they're a great model," he said.
"We think to deregulate them won't enhance teaching or learning."
The initial proposed agreement was delivered to the IEU in April, which Mr Northam said represented a "significant departure" from previous versions.
"We'd never seen the document before," he said.
As part of the industrial action, rallies will be held in Wagga, Griffith, Leeton and Albury.
