The 28-year-old attracted interest from a handful of Riverina and Farrer League suitors, but settled on the Demons, who look ready to be one of the big improvers in 2022.
A leading forward with good aerial ability, Clifford will add much-needed firepower to a side which struggled to kick a score at times last year.
He is the big new face up forward, alongside young Osborne recruit Sam Stening, while the return of Steve Jolliffe and a healthy Jayden Klemke will also be a big boost.
After moving to the Gold Coast and taking a couple of years off football, he returned to play a season last year with Eastern Football League side Glen Waverley.
"I spoke to a few clubs and some of the guys I work with are affiliated with them (Demons)," he said.
"I liked what they had to say about the club and where they're heading. It was where I decided I wanted to be.
"They said forward was one of the main positions they were after, hopefully I can fill the role the way they wanted to. It's a big role but I feel like they can.
"It feels like all heading in the right direction and it sounds pretty promising."
Clifford prefers to play a lead-up role and if he clicks with Stening, could prove to be a dangerous one-two punch.

"I prefer to play about 20 metres out of the goal square and lead up. I can hit up the full forward or whoever is there as well," he said.
"I've played some high level footy in Melbourne, so hopefully I can bring that to Gullie and help the boys in the forward line.
"I wasn't going to play when I came back to Melbourne, but I ended up playing in the third division league."
Clubs in the Riverina are entering a key season, with a premier league complimented by a community league to be introduced form 2023.
"I've heard it's quality football. There's a fair bit of competition in there and they're looking to change to a premier league and community league.
"I haven't met any of the boys yet, I'll look at some footage and see what the boys are like."
