After coming through their pool undefeated, Riverina struggled to cope with the ACT Southern Districts bowling attack in the final on Tuesday.
Batting first, Perri Nash top scored with 32 but the Kooringal Colts junior provided just over half of her team's total.
With none of her teammates scoring more than five, Riverina finished their 20 overs at 8-63.
ACT Southern Districts went past their total in the 12th over to claim a seven-wicket win.
Riverina progressed to the final at Newcastle with a three-wicket win over Illawarra before getting the better of Newcastle to claim a 26-run win on Monday.
They then confirmed their place in the final with a five-wicket win over Central Coast.
Wagga RSL's Maggie Clark led the way with the ball throughout the tournament, snaring eight wickets at an average of 3.13 to equal ACT's Amber Smith as the competition's leading wicket taker.
Nash was Riverina's leading runscorer with 63 at an average of 15.75.
Alice Caldow also performed well with the bat for Riverina, scoring 53.
