Skinner has missed the last two season after he took time out of the game to deal with a neck complaint.
However the 33-year-old feels he still has more to give.
"I'm ready to have another crack," Skinner said.
"My body was in a bad spot but the last couple of years it has been good to rest.
"I would have liked to go back last year but it just didn't happen.
"Now I'll have a crack this season, do a pre-season and see how it goes."
Skinner's career was at the crossroads when an old injury from his time with Manly caused plenty of concerns at the end of the 2019 season.
However the 33-year-old was adamant he wasn't ready for retirement.
"It's been lingering in my mind and that's why I never used the retirement word," Skinner said.
"We will see how it goes and if it is to be it is to be.
"At least I would know as it would just hang in my mind otherwise."
Now he's looking to help the Bulls maintain their position, after sitting second on the ladder when the season was shutdown, despite a rocky few months.
Southcity have been rocked by a number of key personnel changes this off-season.

Cody Hodge has moved to Sydney to pursue a contract with South Sydney, former captain-coach Nathan Rose and talented fullback Latrell Siegwalt have made the move to Gundagai while Daniel Foley and Pat Guthrie have switched to Kangaroos.
However with Skinner coming back on board he adds some valuable experience to the side.
He remains confident in the club.
"It's been a bit unfortunate losing all those blokes but it is all done now and the club can only focus on moving forward," Skinner said.
"There are plenty of good young blokes there who have plenty to give."
Meanwhile Rose capped off another strong season for the club by taking out the best and fairest nod.
Siegwalt was named the best back while Trent Schubach took out the best forward award.
