Wagga City Council has yet to set a firm date for when works will resume on the road due to waterlogged ground and the potential for more rain.
The work to reseal the shortcut between the Olympic Highway and Holbrook Road, install new road signs and upgrade the highway intersection had been due to start in November.
The council and the federal government jointly funded the safety upgrade to the "dangerous" road.
Wagga City Council stated last week that the Dunns Road upgrade was one of multiple road projects affected by adverse weather and a higher level of unplanned road maintenance.
"After further consultation, council has developed designs to support First Nations and environmental considerations," the council's statement said.
"Discussions are ongoing with Transport for NSW regarding the safe design of Olympic Hwy intersection.
"The forecast of heavy and consistent rain, on top of what we have already experienced, has now pushed [the start date] date back to next year."
A Wagga council spokesperson said the council could not be more precise with a start date on the project at this time but was aiming for the end of January after completing new drainage.
"The creeks running under the road are running at this time, precluding the installation of new drainage pipework and culverts. These need to be installed before the main roadworks begin," the spokesperson said.
"There is no certainty on the weather conditions facing the area for the foreseeable future and La Nina may see us having a wet December and January. To remove tarred sections in order to reseal, with the threat of prolonged adverse weather conditions, is not an ideal construction scenario.
"The unsealed sections are waterlogged and cannot be reworked or added to at this time so once again, a period of drying is required."
