The Colts are due to play Wagga RSL at Wagga Cricket Ground, and both sides are looking for a first win after two straight abandonments followed round one defeats to South Wagga and Wagga City.
The Bulldogs were likely aided by the rain last week when play was called off with the Blues in total control at 1-149 off 23 overs.
Hanigan said all teams can do is ensure they're ready to play should persistent rain clear in time, but the forecast isn't favourable.
"It's been a frustrating start to the year. We sign up to play cricket and we might get washed out three weeks in a row, it's unheard of," he said.
"We just want to play cricket. We'll do everything to make that happen. I'd be happy to do a 20-20 or 25-25, I just want to play a game.
"We started the season late due to lack of warm weather to get pitches ready. It's not anyone's fault that we started late, it's just how it's fallen."
Hanigan praised the commitment of his team despite the lack of playing time.
"When we've been able to train it's been positive, even the out of town guys have been making an effort," he said.
