Mooney moved to Canberra a couple of years ago.
He signed with Canberra Demons then but the demise of the NEAFL competition meant he was unable to play a game.
Mooney travelled back to home club Marrar this year, where he kicked 19 goals from 11 appearances.
The 20-year-old has decided to stay in Canberra this season and has signed with Tuggeranong, where he will play under former Narrandera premiership coach Jim Rice.
"Moons is a goal kicking midfielder with clean hands and good speed and adds depth to an emerging young squad," a Tuggeranong statement said.
Mooney enjoyed a big pre-season at Marrar this year but an untimely injury stopped him from fully hitting his straps.
His signing comes not long after the Bombers signed three Tuggeranong players for next year: tall utility Logan Gray as well as Billy Toy and Angus Kent.
In more movement from the Farrer League to AFL Canberra, Marcus Lawrence has signed at Queanbeyan after just one season at Barellan.
Lawrence played 12 games for Barellan and was in their best twice. He has decided to return to his junior club.
In other Farrer League news, Coleambally have signed Kyle Woods from Coolamon. Woods will join Max Hillier in making the trip to Coleambally to play with the Blues, who expect he'll slot into the midfield or forward line.
Meantime, former Mangoplah-Cookardinia United-Eastlakes forward George Kendall has settled on a South Australian National Football League (SANFL) club.
Kendall has joined a number of other Riverina footballers at Central District.
Kendall stamped himself as one of the Goannas' most exciting prospects with his best and fairest win in 2019 when only a teenager.
He had planned to play NEAFL with Canberra Demons in 2020 and moved to Adelaide recently to try his luck in the SANFL.
