The man behind the murder of Wagga teenager Sally Ann Jones and rape of two other teenagers has been recommended to be released on parole.

Kenneth Barry Cannon, 61, was convicted and sentenced in 1991 to 21 years' jail for raping and murdering 18-year-old Miss Jones in 1987.
She was brutally stabbed and thrown in the Murrumbidgee River on Easter Sunday. Cannon was later given another sentence for the knife-point rape of a 16-year-old girl in 1990.
Then in 2015 he was sentenced to seven more years for the 1986 rape of a 15-year-old girl.
He has been eligible for parole previously but was denied on each occasion, however his sentence expires in December 2022, after which he would have served 31 years and four months in prison.

The State Parole Authority will hold a public review hearing on December 17 and decide on Cannon's fate.
The Serious Offender's Review Council and a report from Community Corrections has recommended parole for Cannon.
"The authority will consider all the expert advice, together with submissions that may be made on behalf of the State and by any registered victim, before making any final parole determination," an SPA spokesperson said.
"The authority's paramount consideration is always whether parole is in the interests of the safety of the community.
"He has been eligible for parole since 2018 when his court imposed, non-parole sentence of 28 years and 4 months expired."
Wagga resident Terry Ahern, 75, said he hopes parole is denied as he believed Cannon is "where he belongs".
Mr Ahern's daughter was a friend of Sally Ann Jones, and he remembers her as a "friendly kid" and a "typical teenager".
"[Cannon] never should be let out for what Sally Ann Jones went through that night. He should never be released," he said.
"What about the other girls that he attacked and their families? They have to live with that.
"Sally Ann Jones never comes back. She is gone forever She doesn't get a second chance. Why does he deserve one?"
