Midfielder Gould, 26, captained the Hume League outfit this season and will add more experience and depth to the midfield, while attacking player Murphy won Culcairn's best and fairest this season.
They have been based in Wagga since early this year and after training once a week with the Tigers last season, Gould was keen to test himself at Riverina League standard.
"Knowing a few of the (Tigers) blokes made it easy to pick them as I live here now," Gould said.
"I played previously with (Tigers teammate) Brady Morton, and when I wasn't able to make Culcairn training I trained with them (this year).
"Brigitte had a few training sessions with the netballers this year and she's keen as well. It was the same for her, the travelling was a bit much."
Gould finished in the top ten in this year's Hume League Azzi Medal count, and will likely play around the stoppages.
"He'll add more depth to our midfield, especially with the loss of Brendy (Myers). He's a like for like replacement, but probably more of a pure onballer than someone who can go forward," Tigers coach Murray Stephenson said.

"He adds some more leadership to our group, being young and inexperienced it will be worth its weight in gold."
Gould feels the Tigers' philosophies and style of play will suit how he likes to go about his football.
"Talking to Muzz (Stephenson) and how they play football, that's how I like to play. I want to have a crack at a higher standard and see what I can do in the league," Gould said.
"I liked everyone has to carry their weight and not just be given a spot in the side. Everyone's earning their way and they're quite a young side. Being young and hungry, it's always good to have that vibe around.
"I watched a few games and they're a good side. I hope I can add something and not just fill a spot.
"I like to think I can add a bit of leadership and help the younger guys a bit, just help wherever I can really."
Murphy previously played in Wagga after relocating to the city from South Australia to study veterinary science, but decided to follow Gould to Culcairn this year.
