The 23-year-old stormed home late to finish on 96 votes, five ahead of Ash Harris and Billy Glanvill in equal second place.
Canberra recruit Harris took a healthy lead in the early rounds of the count, but the fact he was unable to play the last few games due to COVID restrictions was telling.
Haggar said he feels much more at home as a leader after his first season, and is confident the Bulldogs can break back into finals after they finished strongly, including wins over top four sides Mangoplah-Cookardinia United-Eastlakes and Wagga Tigers.

"I was able to come over the top in the last round, which was very shocking," Haggar said.
"That's all I wanted to do this year being elevated to that role, I still wanted to go out there and play some good football.

"The last few games was a good stepping stone for next year, most of the guys are keen to go around again.
"Zocc (coach Michael Mazzocchi) put it on the players to step up, and some of the younger guys excelled in bigger roles."
The Bulldogs have recruited some experienced key position players for next season including Tim Doyle, Andrew Emery and Jesse Margosis.
"We had to add some more experience to add some polish to our game," Haggar said.
"We've got the young fellas and the skills, we just need some older heads to steer us when we get a bit lost on the field."
In other awards Megan Mattingly, who will step up as coach next year, dominated the netball awards after taking out the best and fairest and players' player crowns.
