Signature Care CFO Stephen Pollock said construction has begun at the Turvey Park site, which used to be home to the Charles Sturt University's south campus.
"We started with earthworks, and you see plumbers on-site, and we are currently doing the underslab plumbing works," he said.
"We are hoping to have concreters on the coming site in coming weeks, and we are looking to be fully operational circa October next year.
"That will depend on things like weather and building supplies, which are proving to be a bit difficult to get."
The aged care home was originally due to have 144 spaces catering for low care, high-care and dementia needs.
But in the 2020 Aged Care Approvals Round, Signature Care was allocated another 36 licences for the Turvey Park facility.
"With the growing need in the area, we are looking at modifying or extending the building to cater for an additional 36 residents," Mr Pollock said.
"That is still in the early stages. We are currently doing a design development for it.
IN OTHER NEWS:
"Across Australia, there is an ageing population creating an enormous need over the next one to two decades for aged care facilities."
Mr Pollock said even though they had done minimal advertising, there had already been a lot of interest in the project.
"It's in a major regional location, so it's going to provide services to surrounding towns and vicinities, and it's so close to health and hospital services," he said.
"We are happy to take expressions of interest from potential residents and provide them with updates."
Mr Pollock said the project is at "full throttle", and all the development applications are completed.
"The CSU site is providing an excellent infrastructure site for aged care," he said.
