As of Monday, Harness Racing NSW now allows fully vaccinated patrons on course.
However with Wagga not set to race again until next month, officials elected to hold off on plans to re-open.
"We had a committee meeting on Monday evening and ultimately decided that due to the fact our next meeting isn't until November 12 it would be in the best interest of everybody not to have crowds this Friday," chief executive Greg Gangle said.
"We'll be ready to go on November 12th.but will just get through this meeting as we have been doing, minimising the exposure for everyone.
"We thought it was the best way to go for both participants and the public."
HRNSW had given clubs the option to allow patrons back on course and Young's meeting on Tuesday was also closed to the public.
As part of the re-introduction of the fully vaccinated public, they must be separated from participants.
It is one of the reasons the club didn't progress with plans for a full return on Friday.
"We are going to have to segregate the public from the participants with different check points, offering food and beverage to both the public and the participants," Gangle said.
"It was like what we did last year, when I wasn't here, so with everything taken into consideration it just made sense to go this route."

Albury couple John and Hellen Scott have both had their licenses suspended after the completion of a protracted Harness Racing Victoria inquiry.
An inquiry was established into De Lacome returning a sample with a cobalt concentration in excess of the allowable threshold at Shepparton on September 10 2019.
Both pled guilty to presenting the mare to race when not free of a prohibited substance.
Trainer Hellen Scott, who did not take the mare to Shepparton, was handed a 12-month suspension.
However with her good record and guilty plea, the stewards elected to suspend six months of the penalty for a 24-month period.
Her husband was her authorised representative at the meeting and as such was also charged with a breach of rule 190(1).
Stewards deemed his role as minor but due to his poor record, which includes a previous disqualification, he was suspended for six months.
However three months has been suspended for the next two years.
Both suspensions came into effect on October 9.
It meant Braedos Lad was scratched from Wagga last Friday.
He has since been transferred to David Kennedy ahead of the NSW Breeders Challenge heat on Friday.
De Lancome, who has since died of cancer, has been disqualified from the race and the placings amended.

IDEAL In Dreams has come up with the best barrier for the Riverina contenders in the NSW Breeders Challenge semi-finals at Menangle on Saturday.
After finishing second in her heat, David Druitt's filly has drawn barrier two.
The same can't be said for heat winner Rocknroll Sass who has come up with the outside draw in the same semi for Alanah Pitt and Adam Richardson.
David Kennedy and Jackson Painting have secured barrier seven with Whereyabintwistin while Success Stud's unbeaten filly Not To Be Denied has drawn nine in the first semi.
After sneaking into the field, Eucan Roll has drawn barrier seven in the second of the colts and geldings semi-finals for David and Blake Micallef with Blake Jones coming up with barrier two with Im No Trouble.
Painting will also start from the outside of the front row on Excelente for South Coast trainer Lee Maddinson in the first of the two-year-old colts and geldings semis.

DARYLL Perrot will miss out on the chance to be involved in the NSW Breeders Challenge semi-finals with the injured Mister Rea but will still have a role to play.
The Coolamon horseman is a part owner and breeder of Hy Voltage who booked his place in the three-year-old series with a win at Menangle on Tuesday.
Now trained by Jason Grimson, Hy Voltage was able to lead all the way to make it two wins and two placings from starts since leaving Perrot.
The Wagga owned Machs Legacy also finished second in heat on Tuesday.
The semi-finals will be held on October 23.

B K SWY added to her consistent form in Australia with success at Menangle on Saturday night.
After finishing in the top four in both of her two starts since leaving the Riverina after two straight wins, B K Swy just got her nose to the line in time for new trainer Jason Grimson.
Coming from last, the mare swooped on her rivals to set a new career best mile rate of 1:52.5.
Other Riverina connections also tasted success on the metropolitan card.
After being sent back to the trials in his first two starts for Jason Grimson, this time around Rusty Crackers was on his best behaviour.
He swooped on his rivals to bring up his 17th career win with Cameron Hart the winning driver.
It helped the former Junee reinsman add to his lead in the NSW premiership.
With 143 wins to his credit, Hart is now 21 clear of Jack Trainor and Amanda Turnbull.

BLAKE Micallef took out overall honours on his home track at Young on Tuesday.night.
Micallef was the only multiple winner on the nine-race card.
First he combined with Troy Fletcher to win with Black Derby before tasting success for his father with Cocofollownoone.
It was the eight-year-old mare's fourth win of the season.

WAGGA will hold another bumper 10-race card on Friday.
The feature is the four heats of the NSW Breeders Challenge for the three-year-olds.
There are two divisions for the fillies as well as two for the colts and geldings.
The first race starts at 12.12pm.
Young then races on Tuesday.
