Despite having two years to run on his contract, the Culcairn product requested a trade to South Australia as his partner hails from the state, and the couple have recently had their first child.
The forward joins this year's preliminary finalists on a three-year deal, with the Power sending a third round draft pick to the Giants.
The 25-year-old was drafted by GWS in 2014 and kicked 79 goals in 66 games for the club.
His best period for the Giants was his 45 goals in their grand final season in 2019.
Giants general manager of football Jason McCartney said they fully understood Finlayson's reasons behind his decision.

The Giants recently announced they had resigned Leeton product Jacob Hopper on a two year deal.
The midfielder capped arguably his best AFL season so far with a third place finish in the club's best and fairest last week.
Narrandera product Matt Flynn is also expected to resign on a two year deal.
