Regional travel has been scheduled to return once the target of 80 per fully vaccinated is reached by the week of October 25.
"At 80% double dose vaccinations, we can confirm that is when you will be able to travel freely throughout New South Wales," Ms Berejiklian said.
"We envision that to be by the end of October."
NSW Health recorded 787 new cases of COVID-19 in the 24 hours to 8 pm on Sunday, and 93,577 tests were carried out across the state.
NSW also reached a milestone of 60 per cent full vaccinations overnight, with the total number of first-dose vaccines administered in NSW sitting at 85.5 per cent.
October 11 continues to be widely anticipated as the state's 'freedom day', with NSW hoping to reach a 70 per cent fully vaccination figure by then.
"Let's not think about this as a freedom day but let's think about this as a stained reopening to getting back to normal," Ms Berejiklian said.

Deputy Premier John Barilaro has stated that initial plans to see a return of regional travel once the state is 70 per cent fully vaccinated have been ditched.
"Those in greater metro Sydney won't be travelling to the regions until we get to 80 per cent," Mr Barilaro said.
The NSW government expects it's 80 per target to be reached by the week of October 25, with stage one of the roadmap introducing eases at 70 per cent.
"The NSW Government's 70 per cent roadmap lifts fully vaccinated people out of lockdown, and when we reach 80 per cent, restrictions will ease even further," Mr Barilaro said.
Stage two of the government's blueprint will see the most changes, with more than the return of regional travel on the bill.
"Community sport will return, ten visitors to the home will be allowed as well as vertical drinking, which is something we know as we head into spring and, summer it is something that the public would like to see," Mr Barilaro said.
"No caps on funerals and weddings and no caps on personal services such as hairdressers."
