After the abandoned season of 2020, Oehm said he and his Competition Management Committee (CMC) would hate to see this season prematurely ended.
He said the football community is well aware how fortunate they've been to have a full home-and-away season but the thought of losing the finals series is shattering.
"I feel very gutted actually, to have had the whole of last year out and this year to get to the eve of finals and now have the uncertainty of what's going to happen," Oehm said.
"It's damn frustrating."
AFL Riverina will announce on Monday what sort of finals series they hope to hold, lockdowns permitting.
"I'm not sure what format the finals are going to take yet, whether it'll be a final-five. There was talk of a final-six or a final-four but I'm not sure," Oehm said.
"It was the CMC's preference and all clubs preference was for a final five - we wanted maxiumum participation for our clubs in finals and we'll do our utmost for that to happen. But it's getting increasingly hard."
Oehm said there was no chance finals could be held this weekend, even if the current lockdown wasn't extended beyond its Friday night expiry.
Oehm has led the Farrer League since 2012.
He was due to step down last year until the season was a non-starter.
