Albury have declared themselves unable to travel to tackle Kangaroos at Equex Centre on Sunday due to border restrictions.

It comes after Albury forfeited four of their five games to Gundagai, which has always been out of the border bubble, last week.

Only their leaguetag team made the trip north, without Victorian-based coach Craig Blackhall, and were held to a 14-all draw by the Tigers.

The forfeit call was made with the understanding the remainder of the home and away season wouldn't be as impacted by COVID restrictions.

After their clash with Kangaroos on Sunday, the Thunder have the way before finishing with home games against Tumut and Brothers.

However when Daniel Andrews implemented changes on Tuesday it altered everything.

Group Nine chairman Andrew Hinchcliffe revealed there was already a process under way to offer clubs support in case of COVID restrictions.

He didn't expect to need to implement them so soon.

"Consideration is given to broader impacts from COVID like the border restrictions that are unfortunately currently unfolding in the Albury community at the moment," Hinchcliffe said.

"NSWRL are just working through the amount of impact."

Albury were asked to submit the impact of the current changes for each of their five grades.

The information was then referred to the NSWRL to be assessed.

Hinchcliffe is expecting a determination will be made on a grade-by-grade basis.

However option includes the games being labelled 0-all draw, whether they will be credited as forfeits by Albury or if the games needs to be moved to a different local government area.

Albury confirmed they would be in the position to field more teams if the game is transferred to within the current border bubble.

Hinchcliffe was expecting a decision to be made on Thursday night.
