The multi-million project is now 75 per cent complete, with council contractors confident stage one will be fully complete by the end of the year.
While the planned BMX tracks will require further government funding to proceed in the future, the velodrome and criterium are the next big ticket items to be completed in coming weeks after the opening of the pump track, jump track and mountain bike loop in May.
"It's going really well and we're still on track for it to be completed by the end of the year," Wagga City Council strategic asset planner Ben Creighton said.
"We've made a lot of progress out there in getting the basic earthworks done, the next few months are about finishing it off.
"The velodrome has basically been constructed and had a seal put down, but it will need to be asphalted and that will happen in the next few weeks. The criterium track has also been cut in, but there's a lot of work to be done around finishing that."

Council's initial $9.2 million budget wasn't enough to pay for stages two and three, which would include BMX tracks, a third loop of the criterium track and a children's playground.
"We're continuing to look for funding for the future stages, which would deliver the BMX tracks in the future," Creighton said.
"We're investigating the options around possible funding there and we're hopeful we'll get it to enable us to complete that.
"The intent with a lot of our facilities we construct is we want them to be able to host elite level competition, but meet the day-to-day needs of the community.
"The great thing about this facility is people will be able to ride them every day, but we'll be able to host state level or above competitions.
"We're looking at state level event at all ages and then potentially look at national level for junior ages. That's what we'll be pushing for."
Convenor for the Five Cycling Clubs of Wagga, Paul Johanson, said the facility will boost the sport's already strong presence.
"I think it will only add to it, it will be a game changer," he said.
