"It has been a great honour to serve this city for the past nine years as a councillor and a great privilege to serve as mayor for five of those years," he said in a statement on Friday morning.
"I thank the residents of Wagga Wagga for giving me that opportunity."
Cr Conkey said that Wagga has "without a doubt a great future", and encouraged others in the community who are passionate about the city to step forward in September.
The long-serving councillor nominated the $35 million worth of enabling roads at Bomen, which opened up industrial land and led to Bomen being named a NSW special activation precinct, as a highlight of his term.

He also said that projects such as the Main City Levee, Active Travel cycleways, the Riverside project, Botanic Garden upgrades and introduction of the FOGO green waste system have been standout achievements.
In his announcement, Cr Conkey has thanked his fellow councillors, especially deputy mayor Dallas Tout, for their hard work during his term on council, also acknowledging the efforts of all Wagga City Council employees.
The outgoing mayor plans to spend more time with his family, serve the community as a volunteer, play more sport and work on his music skills when his term ends.
