The transformation of the former motor garage into a boutique marketplace in the style of famous metro hubs like the Grounds of Alexandria or Spice Alley, began back in 2016 when Jill and Danny Russell started works on the site.
The latest plans aim to further the development of the Fitzmaurice block, which opened in 2019, by adding new businesses in retail spaces, and transforming the former outdoor car yard into an extensive internal courtyard.
Danny Russell said the courtyard plans focus on a common dining and entertainment area and described the concept as a "Garden of Eden".
"It's a continuation on stage one, but its next level in that it is a lot more common space," Mr Russell said. "People can have weddings, functions in that back courtyard and day to day we're really looking to target mums and bubs and young families."
Plans for the new space show an open landscaped courtyard that includes a children's corner, decorative features like fountains, a "family-sized swing", a steel archway and mirrors. Dining tables would be scattered throughout in an open-plan style eating hub in which customers will be able to eat food purchased from a number of restaurant options.
Mr Russell says if the plan is approved they hope to open doors by October or November.
New spaces are also to be added to the rest of the site, with Mr Russell promising a strong food focus in the next stage.
One local business locked in for one of the spots is Scooter Flowers whose owner Letitia Scott confirmed they chose Cadell Place for their second shopfront because of the aesthetic appeal of the space.
"It's very much a unique space and there definitely isn't another spot like it in Wagga," Ms Scott said. "Hopefully there will be more like it in the future, I think Wagga is large enough to warrant interesting places that combine the outdoors and are esthetically beautiful."
Mr Russell said Maria's Paella is another business interested in coming on board and who is already confirmed for a pop up, while there will also be an art space rented out to local artists at a discounted rate of $50 a week on 12 or 18 month contracts.
A woodfired pizza and pasta restaurant is also on the cards, and they hope to fill another space with a hair and beauty retailer.
Cadell Place currently rents to several businesses including Meccanico Espresso & Wine bar, Huntress Boutique and Scoop ice cream bar.
