Works started on the stretch of road in mid-April and were due to be rolled out in three stages.
Wagga City Council had indicated that the work would be finished by June 30, but a week later it is still going.
Ashleigh Crouch said her son's daycare was in the middle of the roadworks and while she still has access, it's not by a simple route.
She said not only had it added time onto her morning and afternoon commutes, but it also forced her weekly budget up.
"We live on Bourke Street and my work is in East Wagga, so I used just to have to make a loop," Ms Crouch said. "Now, you can only turn left out of the daycare centre, so I have to go all the way through Kooringal.
IN OTHER NEWS:
"They have blocked the other exit out of Ziegler [Avenue] as well."
In the beginning, Ms Crouch said they received some communication about the works and any delays, but not for the past few weeks.
At first they were told the section outside the daycare would only take three weeks. That was in April.
Ms Crouch said while council needs to able to upgrade the roads, there must be better communication.
"The amount of fuel I am wasting all around the countryside is silly," Ms Crouch said.
"Normally, I put $20 a week in the car, and now I am putting $40 to $60. I have never seen anyone working there."
Nick Mullins, from Des Mullins Electrical, echoed the sentiments made by Ms Crouch. While he understood a job had to be done, he questioned where was the communication.
"All the residents there are frustrated by the length of time that it's taken," he said.
"It seems to me the contractors did that northern end of Kooringal Road from the roundabout to the top of the hill in five nights with hot mix, but we are going into three-and-a-half months, and council haven't done much."
Mr Mullins acknowledged there was resident access but added the road was a main thoroughfare to other parts of the city.
He said while there had been a letter drop before it all started, there had been no communication since then that he had seen from council.
The DA put questions to Wagga City Council, but did not receive a response by deadline. Yesterday morning the council website still listed the project's completion date as June 30, however this was updated to July 15 in the afternoon.
"Dates are subject to change dependent on contractor availability, resources and weather conditions," the website reads.
