Wagga City pair Peter Little and Steven Tracey, along with Waratahs forward Peter Macintrye and Albury's George Woods all come out of the side for Saturday's doubleheader in Canberra.
Despite the changes coach Nick McCarthy is pleased with the new-look side after no tournament was played due to COVID.
"I'm extremely pleased with how the forward pack has shaped up and I think we will be able to assert some dominance through that group," McCarthy said.
Only our members of the starting side have represented the zone in the past.
However Wagga City trio Jacob Nielsen, Pita Herangi and Darryl Hemopo were all part of the City-County game last season.
McCarthy is confident they've got plenty of talent as they look to extend a long period of success.
"It is a new-look side but it only happens in our zone as guys come and go with the transient nature of the military and the uni," he said.
"When you see guys coming into the zone like Will Winnerbom, Dylan McLachlan and Jim Meya at Tumut, who premier level rugby in Melbourne and Sydney, Oliver Toma, who is 19 at Tumut and has played in the under 19 Heartland All Blacks rep side in New Zealand, we've got some real talent there."

Southern Inland's first game is against South Coast at 12.50pm before they face Monaro at 3.40pm.
McCarthy is too sure how their rivals will line up.
"I think both sides will be a challenge and it just comes down to us getting it right," he said.
The men's games are part of a big day of representative action at ANU North with Southern Inland's under 12s, 14s and 16s teams to take on combined Monaro-South Coast teams.
The women are also involved with a City v Country game designed to showcase the region's talent.
