A new jump track, pump track and mountain bike area, together worth about $500,000, are now open to the public after years of planning.
Mayor Greg Conkey said a velodrome and a criterium track were on track for construction by early next year, completing the remainder of "Stage One" of the complex.
"We will be the cycling capital of rural and regional NSW once this is up and running," he said.
"It ties in very, very nicely to our Active Travel Plan with our 43 kilometres worth of cycleways around the city."
A cost blowout resulted in a two-year delay for the Pomingalarna complex, which was supposed to be completed by 2020
Council admitted in April that its initial $9.2 million budget was not enough to pay for stages two and three and said it would approach the NSW government for additional funding.
"We're looking at opportunities to apply for the extra funding. That's an ongoing process, but we'll see how we go concerning that. Watch this space," Cr Conkey said.
Council's strategic asset planner for parks and recreation, Ben Creighton, said yesterday that council required an estimated $2.7 million for the remaining works.
An international standard BMX track would form the cornerstone of the remainder of the complex.
"This project's a very strong project and it's received a lot of support from both within the cycling community and the broader community itself," he said.
"I think it's something that is really positive from a recreational point of view and therefore it would be received favourably from future grant funds."
Mountain Biking Wagga club president David Reid said it was "wonderful" to see even the first tracks open at the new complex.
"It's great to see ... this part open. We've had so many calls and enquiries lately about what's going on," he said.
"During COVID, the bike shops ran out of bikes. It's going nuts. This will make it even better."
