The Dragons led 24-6 in the first half at Nixon Park on Sunday before their Wagga rivals stormed back into the contest.
Edan Price crossed to see Brothers trail 24-12 at the break before converted tries to Billy Sainsbury and Tristan Dickson levelled things up.
However there was to be a final twist as the Dragons were awarded a penalty with three minutes left on the clock adjacent to the uprights.
Starr, who crossed twice in the first half, admitted there were a few nerves but he slotted his close range attempt for a 26-24 win.
Co-coach Josh McCrone was relieved to come away with another win.
"We'll take the two points and learn our lessons," McCrone said. "But if we can scrap and win games it is a good trait to have as if you are scrapping and losing games you don't play finals."
The narrow loss sees the Wagga club winless from their first four games of the season.
They will be looking to build on their best performance yet when they tackle Gundagai after the general bye while Temora are chasing a third straight win when they take on Kangaroos.
The Dragons are fourth, level with Young and Tumut, and a win clear of Gundagai and Kangaroos after the first four rounds.
McCrone is pleased with how the Dragons have started the season.
"We're not in a bad place but we understand we have to improve a lot to be where we want to be," he said.
